Michael Cullen is trying to do a Pontius Pilate act and wash his hands of the responsibility for the laying of terrorism charges for the first time in NZ. Under the Terrorism Suppression Act 2002 the decision as to whether charges can be laid under the Act belongs with the Attorney General, that is, Michael Cullen.
